Adaptability of Low-Income Communities in Postdisaster Relocation

Problem, research strategy, and findings Although community relocation is increasingly a policy option following disasters, has shown that it often fails to achieve its goals. Few studies of however, have taken long-term interdisciplinary view the realities multiple actors involved in these processes. In this study I qualitatively tracked 6 years government-led Typhoon Haiyan/Yolanda–affected communities Tacloban City (Philippines) recommend dimensions planning-centered model disasters. A central finding was residents’ life concerns transformed over time, from hazard risk reduction re-establishment finally adaptation. Most relocating residents, whatever their temporary location, continued embed themselves pre-typhoon economic social networks, which gradually changed years. The status new site development livelihood outlook sites were key drivers influencing perception, evolved as conditions changed. Residents strategized improve eventually adapted environment.Takeaway for practice Five are important policymakers planners. First, premise, residents change minds time. Simply moving away risks not enough; concern also re-establishing daily lives. Second, proactively strengthening using capacity throughout process helps them better adapt environments. Third, applying some transitional strategy access socioeconomic networks will reduce stress. Fourth, providing information support positively. Last, planning needs be an iterative, co-designing satisfactory outcome.
